 Private Practice 
Stephen J. Moore has been involved in telecommunications and energy law since 1982 and has been in private practice since 1991. His clients have included corporate entities entering newly competitive industries, governmental bodies, telecommunications and public utility customers and consumer organizations. 

Illinois Public Counsel   
In 1986, Mr. Moore was appointed by the Governor of Illinois to establish and direct the Office of Public Counsel for a five year term of office.  This new state agency represented the customers of public utilities and telecommunications carriers before the Illinois Commerce Commission and the Illinois Appellate and Supreme Courts. In addition to litigating utility cases, Mr. Moore presented testimony on proposed legislation before the United States Congress and the Illinois General Assembly. He also spoke at numerous regulatory conferences on issues involving the electric, gas and telecommunications industries.  
 
Assistant Illinois Attorney General 
From 1982 through 1985, Mr. Moore was an Assistant Attorney General in the Public Utilities Division of the Office of the Attorney General. He represented the public in numerous energy and telecommunications proceedings before the Illinois Commerce Commission and courts.  

Legal Services Corporation Positions 
Mr. Moore was the managing attorney of the Bloomington office of the Legal Services Organization of Indiana and was that program’s public utilities litigation coordinator.  Mr. Moore began his legal career in 1977 as a staff attorney in the Danville, Illinois office of the Land of Lincoln Legal Assistance Foundation.

Mr. Moore is a former member of the executive committee of the National Association of State Utility Consumer Advocates and former Chairman of the Public Utilities Committee of the Chicago Bar Association. 

Mr. Moore received his J.D. and B.A. degrees from the University of Illinois at ChampaignUrbana.  He is licensed to practice law in Illinois and Indiana.
