In Washington D.C., Thomas H. Rowland assisted cable companies in their effort to gain entry into the local telecommunications markets and to enact changes in state utility statutes.  Mr. Rowland advised cable operators and state cable association executives regarding proposals for eliminating regulatory barriers to cable's entry into local telecommunications markets.  Mr. Rowland analyzed telecommunications and cable legislation and acted as liaison for the cable industry before intergovernmental regulatory organizations on legal, legislative and policy issues. Additionally, Mr. Rowland drafted telecommunications position papers and lectured on cable, telecommunications and regulatory issues before governmental and cable industry conferences. 

 
Supervisor Public Utilities Division, State's Attorney's Office  

Prior to working in Washington D.C., Mr. Rowland was Supervisor and Chief Counsel for utility and telecommunications litigation at the Cook County State's Attorney's Office. At the State's Attorney's Office, Mr. Rowland litigated cases and supervised a staff of attorneys responsible for managing electric, gas and telecommunications proceedings before the Illinois Commerce Commission and the Appellate Courts.  Mr. Rowland testified regarding utility and telecommunications issues before the Illinois General Assembly and the Chicago City Council. In addition, he served on the Board of Directors of the Illinois Universal Telecommunications Service Corporation. 

Assistant Public Counsel at the Illinois Office of Public Counsel 

As an Assistant Public Counsel, Mr. Rowland represented the public in telecommunications and public utility matters before the Illinois Commerce Commission and the Appellate Courts.

Attorney and Analyst

Prior to moving to Chicago he was an attorney with the Executive Office of Energy Resources in Boston Massachusetts.  Mr. Rowland worked as an analyst for PacificCorp, (Pacific Power & Light), an investor owned utility. 

Mr. Rowland received his J.D. from Franklin Pierce Law Center in Concord, New Hampshire and his B.A. from Colorado College in Colorado Springs, Colorado.  He is licensed to practice law in Illinois and Michigan.
